Assisting Local Contractors
To help build contractor capacity, LCRI
provides training opportunities to better equip local
contractors to compete for work in the woods.
Trainings include information on reading federal contracts, preparing a bid, and factors to consider when looking at a project. Because a many of the contracting opportunities involve non-commercial thinning, training sessions focus on that area.
Contracting
LCRI has also worked with the Forest Service to design contracts that better fit local contractors abilities and that give preference to local contractors and the use of local workers.
The Forest Service has recently set aside contracts for HUB Zone contractors. HUB Zone (historically underutilized businesses) is a program of the Small Business Administration. This program is available only in certain economically depressed areas. LCRI assists contractors to sign up for this program. At this time, we have approximately 20 contractors certified as HUB Zone contractors.
There are several other special contracting authorities available, such as best value contracting and cooperative agreements available to the agencies. LCRI is working with all of the agencies to implement these practices.

Databases
LCRI maintains a database of contractors, equipment and special skills. This information is made available to anyone who is looking for contractors to do work. We also track the federal acquisition plan and notify contractors of up coming projects. Federal contracts are now listed on the internet. We also have started a database of prices for different types of work.
Fire Work
LCRI assists local contractors in signing up their equipment for fire work, including both the emergency equipment rental agreement and the Region 6 engine tender contract. We sponsor the required classroom training and we conduct new equipment and technology sessions to make local contractors more competitive.
